I'm still waiting for a top tier cup like. Not pointless trophies but ACTUAL top level sports trophies.
Major cups too but will settle for minor cups if you can.
Theoretically, you cannot meet the criteria, because a club must spend money simply in order to survive. But that means that you group every club who spends money in the same bracket, so you'd essentially be grouping Everton and Chelsea in the same bracket, Wigan and Man city, etc.
The only possible way for a team to meet it is if you differentiate 'no money' from 'lots of money', for example, Everton and Chelsea, one has 'no money' and one has 'lots of money', yet simply by Everton spending any money you've put them in a bracket with Chelsea under 'Spent money' which is futile, because there is very little comparison between the two.
Let's also not forget the teams of old, before transfers essentially happened. They won BIG competitions with no money invested, aside from on their own players rather than buying them in.
EDIT: Also, I'm sure you may be replying, so I apologise about adding this on, but look at Everton and Liverpool. Liverpool have won the League cup and got to the FA Cup final, yet Everton finished above them in the league, and the money invested by the two teams in the last few seasons is non-comparible...Yet Everton are essentially only JUST finishing below Liverpool overall on a success scale.
