Well basically, Belly Flops are Jelly Belly's that didn't come out right but they're still sold in bags and in quantity that are identical to regularly sold Jelly Belly's. They're sold online for around nine bucks but at my local Dollar Tree, they're sold for a dollar.

I've heard of them, but I've never seen them. I checked them on Google Images and they basically look the same as Belly Flops, but just different shape.
