I thought it stood for Network operations center.
It could also stand for Negotiation Operations Center, or Non-Caching System.

Maybe Frank was messing around with the user permissions or something, and accidentally made The NOC Section off limits for regular users? I doubt that though, that'd be kinda weird.
Well it's still kind of weird. I mean obviously if the Mods can still see it, then it's something that should be easily fixable...once you find what the problem was that is.
