If by underrated you mean underpromoted despite the talent, then I would say:

Owen Hart
Shelton Benjamin
Curt Henning
Goldust

That's a very small number only because I'm drawing a blank right now. I think those guys had a ton of talent, but weren't pushed to their limits. Yes they all won midcard titles but never made it to the top.

I know the Internet has love for Owen Hart but I question if he is underrated...
- Is Owen hart underrated?...nah most people here would argue he was the best wrestlers technically
-Was he underused?...ermm nahh while he was a good wrestler, his promo were pants in my view. He was a strong Mid Carder and I think that's where he was best at that point of his career...

Tyson Kidd without a doubt. He's one of the best technical wrestlers on the roster.
