Finally got this. I had more than the required amount but it just wouldn't pop for a while.

It comes back to the updates they do. I don't think there is anything that can be done. With the latest update, the glitch I've found is certain times when you interfere in a match, as who you are interfering as will freeze, or you can't change the participants for the MITB match without losing the MITB stipulation. Hopefully this doesn't occur in WWE 13
