He was on pretty much every RAW since it started until 1998, then obviously he had that 4 year hiatus and then returned to be on it nearly every week for 7 or so years.
I'm not sure if it is actually HBK, but he's my guess.
Not really counting commentators....was more for consistent wrestlers.
And I think Kane beats out HBK... he's been on since 97... never really had any leaves except for injuries and that 5 or 6 months time he took off last year.
