In every argument, in every topic on this site, someone has to bring ratings up. Why do people care? The only people it really effects (in less it gets really bad) are the people in WWE. In 2011 no one gave a shit about them and the only time you would see people talking about it is the in the comments section when the news of "WWE RAW ??/??/?? ratings".
But now people say "they can't draw!" in argument on why the guy sucks.
In a nutshell: better ratings attract high advertising revenues for the network and higher sponsorship deals for the company. Better ratings also tally up to better ppv and merchandise sales. If less people are watching raw/impact then it's likely that less people will buy the ppv which means less money. Less money means smaller shows, less pyro, increased likelihood of roster cuts. People bitch about ratings because they think that if cm punk doesnt draw high numbers the show they are a fan of will suffer.
