Cena should win. The titles need to be unified.

But at the same time, WWE needs to learn how to make stars without using the belts as crutches. Don't get me wrong, the WWE needs more belts, but it shouldn't have TWO World Titles. WWE can bring in more titles, but don't pretend that one of them is a top title on when it isn't. The fact that the WWE Title is used for the absolute top guys and the World Title is only used to "test new stars" makes it lesser. I think Dolph can still be a top guy, but giving him a paper championship isn't really going to help him all that much.

Excellent point about how the WHC is used. I noticed over the years that it gets put on guys who dont seem to have as much of an "it" factor as the ones who get the WWE title strapped on em.

hmm gonna have to agree to disagree.
first off there is no guarantee he would beat show or shemus as the wwe love to book ziggler as a joke so why should that stop now? a beaten up shemus or show would probably still pin ziggler also why would zig cash in his mib in the hopes of winning the title knowing full well he would then have to defend it against the biggest star in the company.
also to comment on your points
A) Making the belt a lil more relevant - i am not sure how it makes the belt more relevant the smackdown belt will always be second banana to the raw belt
B) Ziggler finally getting the spotlight - no way, he would probably instantly lose it because cena wins cena always wins
C) Unexpected turn of events – that’s true but the rule of thumb is any can happen in the wwe but never does
D) Filling in the large void which is CM Punk. – yes it does but if you didn’t know this was going to happen prior to the ppv you would have no incentive to order it so ziggler would have to announce it before hand which would wreck the surprise

My first thought was, "Daniel Bryan definitely has that IT factor, and he was WHC in the last year." Second thought, his IT Factor didn't really show itself until AFTER he lost the title. It's still amazing - a rowdy Miami crowd, an 18 second loss, and a Yes Chant catapulted him to a bonifide Superstar.

But it seems like you are right. Sheamus, Big Show, Del Rio come to mind when I think of the WHC picture. None of them have that mega-IT factor that you see in recent WWE Champions - Punk, Cena, and Miz. Now if someone like the Miz or Ziggler entered that title picture, that'd be another story...

sorry what was I saying? Ok so the Miz is terrible and should never be in a program with cm punk. He is far too green and I just don't see him getting over enough as a face for him to reach a cena, orton, punk level. He might get to mysterio level which is upper mid card but the wwe title picture should be for people that can carry the company not fillers. Sorry miz you're out of your depth.
