To me personally I don't like Santino, but he gets a huge pop, much to my chagrin. So getting reactions from the crowd is good regardless of my personal tastes and wants.

Unless you are counting comedy as being relevant then he's relevant. If you're counting being in matches and tv a lot during "who the hell cares" matches, then he's irrelevant.

Comedy is as relevant or irrelevant as the funny wrestler is booked.

Santino Marella makes the fans laugh, but WWE books him like a joke in filler matches. Never been relevant.

Daniel Bryan makes the fans laugh, but WWE still books him like a serious competitor in the main-event. Very relevant.
