Why is Vladimir Kozlov a face?

Don't get me wrong, I think the tag team with Santino is highly entertaining. However, I think he could be a top heel if pushed correctly. Maybe I am living in the 80s & 90s? I loved watching Nikita Koloff in the 80's. I loved the Goldberg streak in the 90's. I kinda see him being a cross between those two. An unbeatable vicious heel. Then when he loses to a face at a PPV it actually means something. Do you think Vince making him a face was a good or bad idea?
