Both, I believe.

I know they throttled us a couple of years ago (MAJOR free-leech spree) and threatened to charge us if we ever went over again, but I'm not sure if either is still in effect.

yeah, Throttling is bullshit.
this is what makes me hate that all the decent internet providers also want to provide TV, if it wasn't for that I don't think there would be an issue. Throttleing and setting limits isn't done for the health of the network. Any TDMA style network that is built at least half-decently has enough room for everyone to be at double the expected bandwidth without any issues, it comes down to companies trying to keep people from watching TV on the internet

no, in the US Cable and satellite TV companies run all the good internet providers, so we get shit on usually.
Mine is unlimited, but I go through a very small provider that I think only actually works in parts of Austin
