akbar - The regular NFL refs are in a lockout state. They have replacement refs that the majority of are from Division 3 or below schools.
Basic Hierarchy for you:
NFL - Top
CFL/Arena/EFL - 2nd (though this is just my opinion on it)
Division 1 College (This is your Major Universities like Florida, USC, Texas, LSU) - 3rd rank
Division 2 College (This is your pre-cursor to D-1 schools. The education systems are still good, but athletics are not so much although D-1 and even the NFL have pulled athletes from these schools) - 4th
Division 3 (This is the smallest colleges that still have enough people to carry an athletic division... Barely) - 5th
High School UIL 5A down through 1A schools - 6th through 11th
and this can be carried down until the first year, 6 year old flag football for kids. They still have refs too
Basically, the best guys for the job were getting what they felt as unfair treatment and the NFL was trying to call their bluff by saying "we'll just play with the backup refs because they're just as good!" but instead of getting the 2nd tier refs, they ended up with refs from the 4th tier.
