WWE wants to have Roman Reigns vs. The Rock take place at WrestleMania 39, should The Rock’s schedule allow him to be free enough to wrestle at ‘Mania. There has been speculation about The Rock possibly appearing at the Royal Rumble and winning the 2023 Men’s Royal Rumble Match to “earn” his title shot.
If The Rock can’t work the match with the Undisputed WWE Universal Champion, the current plan is for Cody Rhodes to challenge Reigns for the Universal Championship.
WWE has been looking to get The Rock committed before the Royal Rumble because it sets things in motion for ‘Mania.
Dave Meltzer reported in the Wrestling Observer Newsletter that The Rock has indicated that he won’t have time to get into ring shape for the match. He wrote,
“We were told that unless he changes his mind in the next few days, since a deadline for Mania plans is coming, that he’s indicated he won’t have time to get into the kind of shape, he feels he needs to be in to do a main event match with Roman Reigns, but kept the door open for something in the future. Of course, it is a possibility that it’s something being kept a secret from everyone.”
Meltzer added, “I don’t know that he’s officially turned it down, but the only indication is that it was considered less likely than a few months ago.”
