The Crown Jewel pay-per-view event takes place on Thursday, October 31, 2019 in Riyadh, Saudi Arabia at the King Fahd International Stadium.

As noted, McMahon was written off of WWE television when he lost to Kevin Owens on Friday Night SmackDown earlier this month.
It was noted on the latest Wrestling Observer Radio that McMahon is not expected back on WWE TV. The reason he was written off of TV was due to WWE going away from having no or minimal on-screen authority figures.
