According to a tweet from Sportskeeda’s Tom Collohue, The reason that Roman Reigns is being used primarily in tag team matches and hasn’t seen a prominent rise back to the main event scene is that he is not yet on a full-time basis with WWE.

Even though Roman Reigns return from his leukemia diagnosis back in February, he apparently is not yet back on the full WWE grind:
