Dave Meltzer emphasized the relationship between thw WCW legend and the new Executive Director of Raw, Paul Heyman.
The two have a very good relationship as was evident by Paul Heyman speech when he inducted Goldberg into the WWE Hall of Fame in 2018.
According to Dave, the plan may very well be to have Goldberg used in the role of a Bruno Sammartino. That is to say that he can act like the living legend, who comes into town for the major events and to defend his honor.
